Free Boiler Funding with the ECO3 Funding Scheme
Under the Governments ECO3 boiler Scheme in 2021, qualifying homeowners in the UK area could have their old inefficient boilers replaced completely free of charge or at least heavily subsidised.
What Is ECO3?
The Energy Company Obligation is a government-backed scheme set up to help the UK reach it’s Carbon Footprint Reduction Targets by 2050. It’s currently in it’s third iteration, known as ECO3. The aim of ECO3 is to force the main energy suppliers in the UK to help reduce energy usage in households. This is done in two parts: the first is to reduce the price of heating the home in the first place – this is where the boiler grant comes in to play. By installing a newer, more energy efficient boiler, it requires less energy to heat the same space. The second way is to help homes retain the heat better. This is done via insulation – by adding Cavity, Room in Roof, External Wall, and Under Floor Insulation, it keeps trap the warmth in the house.
How Can I Receive a Free Boiler?
At Borthwick Heating, we are able to work with the government to assist UK Residents who are looking for help with accessing the ECO3 Government Boiler Scheme. To apply straight to the government you need to know where to apply, and once you find it then there’s a long paper trail of forms and evidence required, which is where we come in.

The obligation is under the provisions of ‘Affordable Warmth’, which seeks to rid the country of Fuel Poverty by starting with those worst off.

How Do You Qualify For The Free Boiler Scheme through ECO3?
The ECO3 scheme was set up by the Government with the intention of helping households throughout the UK who are on the lowest incomes in order to improve their energy efficiency and reduce their energy bills. In October 2018 the Government launched the latest version of the ECO scheme (ECO3) and it now includes even more benefits – meaning more people than ever may be able to qualify.
For you to start the process of applying for the Government boiler scheme then you must:
1) Be a UK homeowner.
2) Have a Boiler that is at least 7 Years old.
3) Be in receipt of one of the following benefits to apply:
- Pension Credit Guarantee Credit Element
- Income-related Employment and Support Allowance (ESA)
- Income-based Jobseeker’s Allowance (JSA)
- Income Support
- Working Tax Credits
- Child Tax Credits
- Armed Forces Independence Payment (AFIP)
- Attendance Allowance
- Carer’s Allowance
- Disability Living Allowance (DLA)
- Severe Disablement Allowance
- War Pensions Mobility Supplement
- Industrial Injuries Disablement Benefit
- Personal Independence Payment (PIP)
- Constant Attendance Allowance
The style of property in which you live is also taken in to consideration to, the older and more in-efficient your property is, the more funding it will yield to go towards the Free boiler grant. If you have a very efficient property, you may need to contribute a small amount to cover the cost of the install.
Finally, you must be on a mains gas, oil or LPG supply.
What if I don’t receive any of the benefits listed above?
If you are in need of a new boiler but aren’t in receipt of any government benefits, you may be entitled to LA Flex. Flexible Eligibility, often shortened to LA Flex, is a part of the UK Government’s new phase of the Energy Company Obligation Scheme – ECO3.
Each council and Local Authority in the UK have the power to widen the eligibility criteria for ECO3, allowing them to tailor energy efficiency schemes to their respective area. This allows more UK residents, in addition to those claiming benefits, to qualify for ECO funding. This is often on the basis of low incomes, health, age or area, giving councils the ability to support specific communities. LA Flex must define criteria that proves residents are either living in fuel poverty or are on low income and vulnerable to living in a cold home, and this is done by each individual Local Authority.
This makes it harder to specify who is and who isn’t entitled to LA Flex through the whole of the UK as each local authority differs with their criteria. For example “low income” can be classed as around £22,000 a year up North, but can be as high as £47,000 close to London. At Borthwick Heating, we work with each authority so that we can pinpoint whether you are eligible or not against your Local Authorities scheme of Flexible Criteria.
Local authorities can use LA Flex to help homeowners benefit from the installation of home energy efficiency measures. However, the Flexible Eligibility route is not applicable for social housing tenants.
LA Flex is designed to target those who fall outside of the core criteria for ECO3, but still require funding for an upgrade to their current boiler system and the insulation within their household. This group of people include those living in a “low income household” who are at risk of falling into “Fuel Poverty” and who could suffer from living in a cold household. These people typically include the elderly, pregnant or young children, however different local authorities have different criteria and thresholds. So if you need Free Boiler Funding and you do claim benefits, you can apply for ECO3 here, if you don’t claim benefits then you can apply for LA Flex.

What happens after I apply for Free Boiler Funding?
Applying for Free Boiler Funding in the UK through Borthwick Heating and Insulation takes you 2 minutes because we do all of the leg work for you.
Firstly, there’s a simple form to fill out and it just needs some of your details and your household’s details. Your details go to our admin team, who double check your household details to make sure the information we have is correct and to make sure we’re applying for everything that you’re entitled to all at once. For example, you may also be entitled to free insulation measures as well as the replacement boiler, which are also typically fully funded.
Secondly, We’ll set up a time with you to have a surveyor come out to your house to double check that everything is in place before we send a team out, this is usually within a week of your application going through. Once the surveyor relays back to us, we then organise the team of installers.
