Many homes without a Central Heating System in place can benefit from the First Time Central Heating scheme, which is part of the ECO3 Scheme. The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty. The “Free boiler funding” scheme began in April 2013 with most of our customers qualifying under the Home Cost Reduction Obligation (HHCRO) Under HHCRO, obligated suppliers must provide measures which improve the ability of households to heat their homes. This includes actions that result in heating savings such as a whole new Central Heating system, the replacement or repair of a boiler, cavity wall insulation as well as loft insulation.
We’ve installed thousands of energy saving measures across the UK for eligible customers as part of the government’s Energy Company Obligation (ECO) scheme.
The ECO3 free boiler funding is designed to help those in most need – typically people in this category will be in receipt of some form of government benefit. If you are a homeowner with a boiler over 7 years old, and you receive benefits then you can apply for ECO3 funding here.
Alternatively if you do not receive benefits, you may be able to participate in the free boiler funding scheme and get the cost of having a new Central Heating system installed covered with an extension to the ECO3 scheme, called LA Flex. Flexible Eligibility, often shortened to LA Flex, is a part of the UK Government’s new phase of the Energy Company Obligation Scheme – ECO3.
Councils have the power to widen the eligibility criteria for ECO, allowing them to tailor energy efficiency schemes to their respective area. This allows more residents, in addition to those claiming benefits, to qualify for ECO funding, often on the basis of low incomes, health, age or area, giving councils the ability to support specific communities. LA Flex must define criteria that proves residents are either living in fuel poverty or are on low income and vulnerable to living in a cold home.
Local authorities can use LA Flex to help homeowners benefit from the installation of home energy efficiency measures. However, the Flexible Eligibility route is not applicable for social housing tenants.
LA Flex is designed to target those who fall outside of the core criteria for ECO3, but still require funding for an upgrade to their current boiler system and the insulation within their household. This group of people include those living in a “low income household” who are at risk of falling into “Fuel Poverty” and who could suffer from living in a cold household. These people typically include the elderly, pregnant or young children, however different local authorities have different criteria and thresholds.
